Not a troll, but what build would you put that character in? Like would you run it with 2 defensive ele's and a derv+hammer warrior? Or would you run it with like hexes since you are trading one of your characters for their flagger?
It seems to me like it's just a worse version of a mind blast ele. Like, your Mind Blast can run flags and split, but it can also actually do things at stand like punish people for balling up, KDing with meteor and tossing around heal breezes. Seems a lot better than a character that spams you weapon spells until it runs out of energy.

It actually works very well in a traditional split build instead of a fire ele. Unlike a traditional MB ele, this rit will QUICKLY (i.e. under 1 min) push kills on boat NPCs against just a flagger so the opposing team will have to commit a defensive midliner + a rit to defend base. The only bar around that has any chance of pushing a kill on the xinrae bar before it could get back to stand is the IoP split mes and even that would only manage it if he got a couple half-recharges on snares in a row.
Combined with a sin this bar will rip through a flagger + defensive midliner (unlike a MB ele + sin which often won't be able to kill through a rit + war/ele/mes/nec etc).
